desalination plants in the world when complete in the fourth quarter of 2021.\u00a0 Awarded to a consortium of <\/em><a href=\"https:\/\/www.almarwater.com\/\"><em>Almar Water Solutions<\/em><\/a> <em>(through <\/em><a href=\"https:\/\/alj-enterprises.com\"><em>Abdul Latif Jameel Enterprises<\/em><\/a><em>), <\/em><a href=\"https:\/\/www.acciona.com\/es\/\"><em>Acciona<\/em><\/a><em>, <\/em><a href=\"https:\/\/www.marubeni.com\/en\/\"><em>Marubeni Corporation<\/em><\/a><em> and <\/em><a href=\"https:\/\/www.linkedin.com\/in\/rawafid-holding-423704140\/?originalSubdomain=sa\"><em>Rawafid Alhadarah Holding Co<\/em><\/a><em>, the 450,000 cubic meter daily production capacity from this US$ 600m infrastructure investment will guarantee the supply of drinking water to over 1.8 million citizens, while also contributing to economic and industrial development both locally and nationally. <\/em><\/p>\n<p><iframe loading=\"lazy\" src=\"\/\/www.youtube.com\/embed\/KITq7UXrWQE\" width=\"560\" height=\"314\" allowfullscreen=\"allowfullscreen\" data-mce-fragment=\"1\"><\/iframe><\/p>\n<p><em>Recognized throughout the water industry as one of the most complex and innovative plants of its kind, in September 2019 it was named the \u201c<\/em><a href=\"https:\/\/www.alj.com\/en\/news\/shuqaiq-3-desalination-project-receives-the-utilities-project-of-the-year-award\/\"><em>Utilities Project of the Year<\/em><\/a><em>\u201d at the Middle East Energy Awards 2019, held in Dubai, UAE, cementing its status as one of the flagship new infrastructure projects in the region.<\/em><\/p>\n<p><em>In our latest feature article on the landmark project, we spoke to Santiago Mart\u00ednez, Managing Director, Concessions at Almar Water Solutions and board member of the SPV managing the project, to discuss why water structure investment is such a vital issue, and how Shuqaiq 3 fits into this picture.<\/em><\/p>\n<div id=\"attachment_92929\" style=\"width: 215px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" Solutions<\/p><\/div>\n<h2>How will Shuqaiq 3 contribute to the economic development of this region of Saudi Arabia?<\/h2>\n<p><strong>SM: <\/strong>The Shuqaiq 3 seawater desalination plant is being developed to provide water to the provinces of Jizan and Asir in south-west Saudi Arabia, with a population of around 4 million people.\u00a0 These regions, very close to the border with Yemen, are extremely dry and have historically suffered from a chronic deficit of freshwater resources.<\/p>\n<p>Water was traditionally supplied from groundwater resources and thermal desalination plants.\u00a0 \u00a0However, the economic expansion of the area, combined with a growing population, mean that water demand is increasing.\u00a0 The existing water resources are not enough to cope with this rising demand.<\/p>\n<p>Shuqaiq 3 is the first large scale desalination plant in the southern region of Saudi Arabia to use pure reverse osmosis technology, together with high power efficiency.\u00a0 It will supply more than 150 gigalitres per year of drinking water to meet the demands of the region\u2019s communities and industries, while preserving groundwater reserves for future generations.<\/p>\n<div id=\"attachment_92936\" style=\"width: 1525px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-92936\" class=\"wp-image-92936 size-full\" src=\"https:\/\/www.alj.com\/app\/uploads\/2021\/10\/Shuqaiq-3-cartridge-filters.jpg\" alt=\"\" width=\"1515\" height=\"1010\" \/><p id=\"caption-attachment-92936\" class=\"wp-caption-text\">Some of the enormous cartridge Filters at Shuqaiq 3 Plant<\/p><\/div>\n<h2>What advantages will it bring to both the population and to the industrial sector?<\/h2>\n<p><strong>SM: <\/strong>Shuqaiq 3 will provide cities and industries in the region with a substantial increase in the availability of drinking water sources and improved water quality.\u00a0 The plant is incredibly efficient and will be able to supply water 24\/7, at a very competitive price.<\/p>\n<p>The additional water resource it provides will facilitate a proper development of local cities and industrial centers, as well as supplying new agricultural developments with modern irrigation technologies and systems.<\/p>\n<h2>What is Abdul Latif Jameel Energy\u2019s role in this project?<\/h2>\n<p><strong>SM: <\/strong>Abdul Latif Jameel owns a substantial stake in the project company and has co-led the consortium through Almar Water Solutions team in the development phase (tendering and financial close).<\/p>\n<p>Since construction began in Q2 2019, Abdul Latif Jameel Energy\u2019s main role has been in connection with technical matters (engineering, project management and supervision of the EPC contractor), as well as helping to steer the project company in terms of proper management and governance.<\/p>\n<h2>Despite the challenges of the COVID-19 crisis, Shuqaiq 3 remains on schedule. \u00a0How did you achieve this?<\/h2>\n<p><strong>SM: <\/strong>Project progress is over \u00a090% completion and we are working at full speed to achieve our operational go-live date as scheduled by the end of October 2021.<\/p>\n<p>The COVID-19 pandemic certainly added an extra challenge in terms of project management.\u00a0 It has been necessary to implement the required prevention measures (such as social distancing, curfews, travel restrictions, etc).\u00a0 We also implemented acceleration plans regarding equipment supplies, logistics and subcontractors, to achieve our target productivity and hit key milestones.<\/p>\n<p>Safety has been a priority throughout, and we are delighted to have achieved over 8.3 million man-hours so far at the desalination plant and a further 1.3 million at the substation, both with zero lost time injuries.\u00a0 I\u2019m very proud of all the efforts made by our project company, the EPC contractor, and the client to overcome all the difficulties we have found along the way.<\/p>\n<div id=\"attachment_92943\" style=\"width: 1526px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-92943\" class=\"wp-image-92943 size-full\" src=\"https:\/\/www.alj.com\/app\/uploads\/2021\/10\/Shuqaiq-3-construction.jpg\" alt=\"\" width=\"1516\" height=\"847\" \/><p id=\"caption-attachment-92943\" class=\"wp-caption-text\">Shuqaiq 3 operators supervises the status of the construction work.<\/p><\/div>\n<h2>Do you think infrastructure is a safe investment asset?<\/h2>\n<p><strong>SM: <\/strong>Investing in infrastructure in general is a crucial factor for the growth and socio-economic development of any country.<\/p>\n<p>Good infrastructure (such as roads, electricity, water, sanitation, communications, etc) is not only essential for industrial production or to supply basic services to citizens, but it is also an engine for development.\u00a0 It helps to increase productivity, reduce costs, facilitate the accumulation of human capital (allowing greater access to education, health or housing, for example), helping to diversify the productive structure and create employment.<\/p>\n<p>This is why many international organizations and NGOs consider that improving infrastructure is vital to reduce poverty and increase growth.<\/p>\n<h2>What about investing in water infrastructure?<\/h2>\n<p><strong>SM: <\/strong>In terms of water infrastructure investment in particular, water is a vital natural resource; one that is not quite so abundant as people might think, and which unlike other commodities, has no substitute.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-33064\" src=\"https:\/\/www.alj.com\/app\/uploads\/2018\/11\/World-Water-Chart.png\" alt=\"\" width=\"1504\" height=\"764\" \/><\/p>\n<p>The Earth\u2019s available fresh water is estimated to be just 0.7% of all the water in the world.\u00a0 Generally found in rivers, lakes, and aquifers, it is often not easily accessible and is increasingly threatened by climate change and contamination.<\/p>\n<p>According to the UN, by 2025 an estimated 1.8 billion people will live in areas suffering from water scarcity, with two-thirds of the world\u2019s population living in water-stressed regions.<\/p>\n<p>On top of this, there is a chronic lack of infrastructure to cover the existing population\u2019s water needs.\u00a0 The UN estimates that 10% of the global population (c. 800 million people) has no access to safe drinking water and one-third (c. 2.5 billion) are without access to basic sanitation.<\/p>\n<h2><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-91817\" src=\"https:\/\/www.alj.com\/app\/uploads\/2021\/08\/UN-SDG-6-Infographic.png\" alt=\"\" width=\"2208\" height=\"2883\" \/>What is the role of the private sector in developing solutions to these challenges?<\/h2>\n<p><strong>SM: <\/strong>The current situation of water scarcity and sanitation presents an enormous economic and social challenge: to provide a secure supply of usable water to the billions of people and countless businesses that depend on it every day.<\/p>\n<p>Achieving this requires huge investment on a scale that governments and the public sector alone cannot provide.<\/p>\n<p>Public sector funding is already under substantial financial pressure, a situation made much worse by the COVID-19 pandemic, so the private sector will very likely need to play a greater role in funding water investments.<\/p>\n<p>This is why private sector water businesses like Almar Water Solutions have such a vital role to play in investing in water infrastructure to help address these challenges.<\/p>\n<h2>How safe are investments in water infrastructure?<\/h2>\n<p><strong>SM: <\/strong>Water is a compelling business model.\u00a0 Due to global population growth, demand for clean, fresh water continues to increase \u2013 unaffected by economic conditions, political developments, or ever-changing consumer preferences.\u00a0 The sector is seen by many as a long-term investment opportunity that has historically offered stable, consistent returns and can serve as an alternative to low-yielding bonds and volatile equity markets.<\/p>\n<p>In the case of specific structured project finance contracts (PPP) like Shuqaiq 3, with a long-term contract backed by the Government, the asset is classified as a financial asset.\u00a0 This means the return is known and fixed during the whole contract life from the very start of construction.<\/p>\n<h2>What are the advantages of investing in water projects?<\/h2>\n<p><strong>SM: <\/strong>Water investing has the potential to offer strong, long-term, consistent growth potential in a wide range of market or economic environments.<\/p>\n<p>Given the scale of the global water problem and the fact that water infrastructure is extremely costly and capital intensive, it is not surprising that water is increasingly viewed as a core commodity that is potentially as profitable as oil, metals or agriculture, for example.<\/p>\n<p>It is not inconceivable to imagine a situation where water as an asset class could eventually become the single most important physical commodity-based asset class. \u00a0Water assets are already being traded on the US stock exchange since October 2020.<\/p>\n<p>In the next three to five years, the private sector is expected to account for 30% of water investments. Europe has already started to make the transition to private sector provision. \u00a0The majority of water services in the UK and France, for example, are handled by private operators. \u00a0This trend is likely to continue globally, which will have significant implications for the investment d\u00e9veloppement pour fournir de l\u2019eau aux provinces de Jizan et Asir dans le sud-ouest de l\u2019Arabie saoudite, avec une population d\u2019environ 4\u00a0millions d\u2019habitants. Ces r\u00e9gions, tr\u00e8s proches de la fronti\u00e8re avec le Y\u00e9men, sont extr\u00eamement s\u00e8ches et ont historiquement souffert d\u2019un d\u00e9ficit chronique de ressources en eau douce.<\/p>\r\n<p>L\u2019eau \u00e9tait traditionnellement approvisionn\u00e9e \u00e0 partir de sources d\u2019eaux souterraines et de centrales de dessalage thermique. Cependant, l\u2019expansion \u00e9conomique de la r\u00e9gion, combin\u00e9e \u00e0 une population croissante, entra\u00eene une augmentation de la demande en eau. Les ressources en eau existantes ne sont pas suffisantes pour faire face \u00e0 cette demande croissante.<\/p>\r\n<p>Shuqaiq 3 est la premi\u00e8re usine de dessalage \u00e0 grande \u00e9chelle de la r\u00e9gion sud de l\u2019Arabie saoudite \u00e0 utiliser la technologie d\u2019osmose inverse pure, ainsi qu\u2019une efficacit\u00e9 \u00e9nerg\u00e9tique \u00e9lev\u00e9e. L\u2019usine est incroyablement efficace et sera capable de fournir de l\u2019eau 24\u00a0h\/24, 7\u00a0j\/7, \u00e0 un prix tr\u00e8s comp\u00e9titif.<\/p>\r\n<p>Les ressources en eau suppl\u00e9mentaires qu\u2019elle fournit faciliteront le d\u00e9veloppement appropri\u00e9 des villes locales et des centres industriels, ainsi que l\u2019approvisionnement de nouveaux d\u00e9veloppements agricoles dot\u00e9s de technologies et de syst\u00e8mes d\u2019irrigation modernes.<\/p>\r\n<h2>Quel est le r\u00f4le d\u2019Abdul Latif Jameel Energy dans ce projet\u00a0?<\/h2>\r\n<p><strong>SM\u00a0: <\/strong>Abdul Latif Jameel d\u00e9tient une participation substantielle dans la soci\u00e9t\u00e9 du projet et a codirig\u00e9 le consortium par l\u2019interm\u00e9diaire de l\u2019\u00e9quipe Almar Water Solutions dans la phase de d\u00e9veloppement (appel d\u2019offres et cl\u00f4ture financi\u00e8re).<\/p>\r\n<p>Depuis le d\u00e9but de la construction, au 2e\u00a0trimestre\u00a02019, le r\u00f4le principal d\u2019Abdul Latif Jameel Energy a \u00e9t\u00e9 associ\u00e9 \u00e0 des questions techniques (ing\u00e9nierie, gestion de projet et supervision du fournisseur en\u00a0EPC), ainsi qu\u2019\u00e0 la direction de l\u2019entreprise du projet en termes de gestion et de gouvernance appropri\u00e9es.<\/p>\r\n<h2>Malgr\u00e9 les d\u00e9fis de la crise de la Covid-19, Shuqaiq\u00a03 avance selon les pr\u00e9visions. Comment avez-vous atteint cet objectif\u00a0?<\/h2>\r\n<p><strong>SM\u00a0: <\/strong>L\u2019avancement du projet est de plus de 90\u00a0% et nous travaillons \u00e0 pleine vitesse pour atteindre notre date de lancement op\u00e9rationnel comme pr\u00e9vu, d\u2019ici la fin octobre\u00a02021.<\/p>\r\n<p>La pand\u00e9mie de Covid-19 a certainement ajout\u00e9 un d\u00e9fi suppl\u00e9mentaire en termes de gestion de projet. Il a \u00e9t\u00e9 n\u00e9cessaire de mettre en \u0153uvre les mesures de pr\u00e9vention exig\u00e9es (telles que la distanciation sociale, les couvre-feux, les restrictions de voyage, etc.). Nous avons \u00e9galement mis en \u0153uvre des plans d\u2019acc\u00e9l\u00e9ration concernant l\u2019approvisionnement en \u00e9quipements, la logistique et les sous-traitants, afin d\u2019atteindre notre objectif de productivit\u00e9 et de franchir des \u00e9tapes cl\u00e9s.<\/p>\r\n<p>La s\u00e9curit\u00e9 a \u00e9t\u00e9 une priorit\u00e9 tout au long de l\u2019ann\u00e9e, et nous sommes ravis d\u2019avoir atteint plus de 8,3\u00a0millions d\u2019heures de travail jusqu\u2019\u00e0 pr\u00e9sent \u00e0 l\u2019usine de dessalage, et 1,3\u00a0million de plus \u00e0 la sous-station, sans accident ni arr\u00eat de travail cons\u00e9quent. Elles permettent d\u2019augmenter la productivit\u00e9, de r\u00e9duire les co\u00fbts, de faciliter l\u2019accumulation de capital humain (permettant un meilleur acc\u00e8s \u00e0 l\u2019\u00e9ducation, \u00e0 la sant\u00e9 ou au logement, par exemple), de diversifier la structure productive et de cr\u00e9er de l\u2019emploi.<\/p>\r\n<p>C\u2019est pourquoi de nombreuses organisations internationales et\u00a0ONG consid\u00e8rent que l\u2019am\u00e9lioration des infrastructures est essentielle pour r\u00e9duire la pauvret\u00e9 et augmenter la croissance.<\/p>\r\n<h2>Qu\u2019en est-il de l\u2019investissement dans l\u2019infrastructure hydraulique\u00a0?<\/h2>\r\n<p><strong>SM\u00a0: <\/strong>En termes d\u2019investissements dans les infrastructures hydrauliques en particulier, l\u2019eau est une ressource naturelle vitale\u00a0; c\u2019est une ressource qui n\u2019est pas aussi abondante que les gens le pensent, et qui, contrairement \u00e0 d\u2019autres marchandises, n\u2019a pas de substitut.<\/p>\r\n<p><img class=\"aligncenter size-full wp-image-33066\" src=\"https:\/\/www.alj.com\/app\/uploads\/2018\/11\/World-Water-Chart.png\" alt=\"\" width=\"1504\" height=\"764\" \/><\/p>\r\n<p>L\u2019eau douce disponible sur la Terre est estim\u00e9e \u00e0 seulement 0,7\u00a0% de toute l\u2019eau dans le monde. G\u00e9n\u00e9ralement pr\u00e9sente dans les rivi\u00e8res, les lacs et les aquif\u00e8res, elle est souvent difficile d\u2019acc\u00e8s et est de plus en plus menac\u00e9e par le changement climatique et la pollution.<\/p>\r\n<p>Selon l\u2019ONU, d\u2019ici\u00a02025, on estime qu\u2019environ 1,8\u00a0milliard de personnes vivront dans des r\u00e9gions faisant face \u00e0 des p\u00e9nuries d\u2019eau, et les deux tiers de la population mondiale vivent dans des r\u00e9gions en manque d\u2019eau.<\/p>\r\n<p>De plus, il existe un manque chronique d\u2019infrastructures pour couvrir les besoins en eau de la population existante. L\u2019ONU estime que 10\u00a0% de la population mondiale (env. 800\u00a0millions de personnes) n\u2019a pas acc\u00e8s \u00e0 l\u2019eau potable et un tiers (env. 2,5\u00a0milliards) n\u2019a pas acc\u00e8s \u00e0 l\u2019assainissement de base.<\/p>\r\n<p><img class=\"aligncenter size-full wp-image-91819\" src=\"https:\/\/www.alj.com\/app\/uploads\/2021\/08\/UN-SDG-6-Infographic.png\" alt=\"\" width=\"2208\" height=\"2883\" \/><\/p>\r\n<h2>Quel est le r\u00f4le du secteur priv\u00e9 dans le d\u00e9veloppement de solutions r\u00e9pondant \u00e0 ces d\u00e9fis\u00a0?<\/h2>\r\n<p><strong>SM\u00a0: <\/strong>La situation actuelle de la p\u00e9nurie d\u2019eau et de l\u2019assainissement pr\u00e9sente un \u00e9norme d\u00e9fi \u00e9conomique et social\u00a0: fournir un approvisionnement s\u00e9curis\u00e9 en eau propre \u00e0 la consommation \u00e0 des milliards de personnes et \u00e0 d\u2019innombrables entreprises qui en d\u00e9pendent chaque jour.<\/p>\r\n<p>Pour y parvenir, il faut d\u2019\u00e9normes investissements \u00e0 une \u00e9chelle que les gouvernements et le secteur public ne peuvent fournir \u00e0 eux seuls.<\/p>\r\n<p>Le financement du secteur public est d\u00e9j\u00e0 soumis \u00e0 une pression financi\u00e8re importante, qui s\u2019est aggrav\u00e9e avec la pand\u00e9mie de Covid-19. Le secteur priv\u00e9 devra donc tr\u00e8s probablement jouer un r\u00f4le plus important dans le financement des investissements dans le secteur de l\u2019eau.<\/p>\r\n<p>C\u2019est pourquoi les entreprises du secteur priv\u00e9 de l\u2019eau comme Almar Water Solutions ont un r\u00f4le essentiel \u00e0 jouer dans l\u2019investissement dans l\u2019infrastructure hydraulique pour aider \u00e0 relever ces d\u00e9fis.<\/p>\r\n<h2>Dans quelle mesure les investissements dans les infrastructures hydrauliques sont-ils s\u00fbrs\u00a0?<\/h2>\r\n<p><strong>SM\u00a0: <\/strong>Le mod\u00e8le commercial de l\u2019eau est convaincant. En raison de la croissance d\u00e9mographique mondiale, la demande d\u2019eau potable et d\u2019eau douce continue d\u2019augmenter, non affect\u00e9e par les conditions \u00e9conomiques, les d\u00e9veloppements politiques ou les pr\u00e9f\u00e9rences des consommateurs en constante \u00e9volution. Le secteur est consid\u00e9r\u00e9 par beaucoup comme une opportunit\u00e9 d\u2019investissement \u00e0 long terme qui a historiquement offert des rendements stables et r\u00e9guliers et peut servir d\u2019alternative aux obligations \u00e0 faible rendement et aux march\u00e9s d\u2019actions volatiles.<\/p>\r\n<p>Dans le cas de contrats de financement de projets structur\u00e9s (PPP) sp\u00e9cifiques comme l\u2019usine Shuqaiq\u00a03, avec un contrat \u00e0 long terme soutenu par le gouvernement, l\u2019actif est class\u00e9 comme actif financier. Cela signifie que le rendement est connu et fix\u00e9 pendant toute la dur\u00e9e du contrat, d\u00e8s le d\u00e9but de la construction.<\/p>\r\n<h2>Quels sont les avantages d\u2019investir dans des projets li\u00e9s \u00e0 l\u2019eau\u00a0?<\/h2>\r\n<p><strong>SM\u00a0: <\/strong>L\u2019investissement dans l\u2019eau peut offrir un potentiel de croissance solide, \u00e0 long terme et constant dans un large \u00e9ventail d\u2019environnements de march\u00e9s ou \u00e9conomiques.<\/p>\r\n<p>Compte tenu de l\u2019ampleur du probl\u00e8me mondial de l\u2019eau et du fait que les infrastructures hydrauliques sont extr\u00eamement co\u00fbteuses et \u00e0 forte intensit\u00e9 de capital, il n\u2019est pas surprenant que l\u2019eau soit de plus en plus consid\u00e9r\u00e9e comme un produit de base potentiellement aussi rentable que le p\u00e9trole, les m\u00e9taux ou l\u2019agriculture, par exemple.<\/p>\r\n<p>Il n\u2019est pas inconcevable d\u2019imaginer une situation dans laquelle l\u2019eau en tant que classe d\u2019actifs pourrait finalement devenir la classe d\u2019actifs bas\u00e9e sur les mati\u00e8res premi\u00e8res physiques la plus importante. Les actifs li\u00e9s \u00e0 l\u2019eau sont d\u00e9j\u00e0 n\u00e9goci\u00e9s \u00e0 la bourse am\u00e9ricaine depuis octobre\u00a02020.<\/p>\r\n<p>Au cours des trois \u00e0 cinq prochaines ann\u00e9es, le secteur priv\u00e9 devrait repr\u00e9senter 30\u00a0% des investissements en eau. L\u2019Europe a d\u00e9j\u00e0 commenc\u00e9 \u00e0 passer \u00e0 un approvisionnement par le secteur priv\u00e9. La majorit\u00e9 des services d\u2019eau au Royaume-Uni et en France, par exemple, sont g\u00e9r\u00e9s par des op\u00e9rateurs priv\u00e9s.
