The project, a\u00a0public private partnership with Saudi Water Partnership Company (SWPC),\u00a0falls within the Vision 2030 privatization program.\u00a0 <\/em><\/h4>\n<h4><em>It contributes to improving the quality of services provided to Saudi cities, ensuring environmental sustainability, promoting the contribution of the private sector to the local economy, and attracting foreign direct investment to the country.\u00a0<\/em><\/h4>\n<p><em><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-90092\" src=\"https:\/\/www.alj.com\/app\/uploads\/2021\/07\/logo-300x227.png\" alt=\"Shuqaiq 3 Water Company\" width=\"300\" height=\"227\" \/>Awarded to <\/em><em>a consortium of <\/em><a href=\"https:\/\/www.almarwater.com\/\"><em>Almar Water Solutions<\/em><\/a> <em>(through <\/em><a href=\"https:\/\/alj-enterprises.com\"><em>Abdul Latif Jameel Enterprises<\/em><\/a><em>), <\/em><a href=\"https:\/\/www.acciona.com\/es\/\"><em>Acciona<\/em><\/a><em>, <\/em><a href=\"https:\/\/www.marubeni.com\/en\/\"><em>Marubeni Corporation<\/em><\/a><em> and <\/em><a href=\"https:\/\/www.linkedin.com\/in\/rawafid-holding-423704140\/?originalSubdomain=sa\"><em>Rawafid Alhadarah Holding Co<\/em><\/a><em>, <\/em><em>this US$ 600m infrastructural investment will produce 450,000 cubic meters of water daily, which will guarantee the supply of drinking water to over 1.8 million citizens while also contributing to the overall economic development of the Jizan region.\u00a0<\/em><\/p>\n<p><em>Recognized throughout the water industry as one of the most complex and innovative plants of its kind, in September 2019 it was named the \u201c<\/em><a href=\"https:\/\/www.alj.com\/en\/news\/shuqaiq-3-desalination-project-receives-the-utilities-project-of-the-year-award\/\"><em>Utilities Project of the Year<\/em><\/a><em>\u201d at the Middle East Energy Awards 2019, held in Dubai, UAE, cementing its status as one of the flagship new infrastructure projects in the region. <\/em><\/p>\n<p><iframe loading=\"lazy\" src=\"\/\/www.youtube.com\/embed\/KITq7UXrWQE\" width=\"560\" height=\"314\" allowfullscreen=\"allowfullscreen\" data-mce-fragment=\"1\"><\/iframe><\/p>\n<div id=\"attachment_90099\" style=\"width: 241px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-90099\" class=\"size-full wp-image-90099\" src=\"https:\/\/www.alj.com\/app\/uploads\/2021\/07\/murci.png\" alt=\"Mohammed Al Murci\" width=\"231\" height=\"261\" \/><p id=\"caption-attachment-90099\" class=\"wp-caption-text\">Mohammed Al Murci<\/p>\n<p>Chief Operating Officer<\/p>\n<p>Shuqaiq 3 Company for Water<\/p><\/div>\n<p>Mohammed Al Murci, Chief Operating Officer of Shuqaiq 3 Company for Water &#8211; S3CW the SVP set up to manage the development of the project, discusses progress to date and outlines some of the challenges that have been successfully overcome.<\/p>\n<h2>How is the project progressing so far?<\/h2>\n<p>The progress of the project has been very positive, despite the challenging global situation.<\/p>\n<p>So far, construction is around 80% complete. \u00a0We have confirmed delays of 22 days, but I\u2019m confident we can recoup that over the next few weeks and meet our planned delivery date.\u00a0 Most of the civils work is completed. \u00a0The mechanical work is almost complete. \u00a0Dry commissioning has started, and wet commissioning will shortly begin. \u00a0We have also started mobilizing the operations and maintenance team.<\/p>\n<p>We have had many interfaces to manage, due to our location.\u00a0 There are two other water plants on either side of us: Shuqaiq 1 and Shuqaiq 2.<\/p>\n<p>We are on the coast of Al Shuqaiq so we interface with the Environmental Regulator GAMEP, also \u00a0the coast guard, industrial security, local municipality &amp; others. \u00a0A lot of relationships to manage, but so far everything has gone well.<\/p>\n<h2>Why is the Shuqaiq location such a good one for water desalination plants?<\/h2>\n<p>From a location perspective, it\u2019s a strategic site because it\u2019s between Jizan and Asir provinces, and both of which in addition to Najran are considered to be the prime southern region of Saudi Arabia. \u00a0It has good access to the sea, of course, and to Abha, which is the capital city of Asir province.<\/p>\n<div id=\"attachment_90113\" style=\"width: 1656px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-90113\" class=\"size-full wp-image-90113\" src=\"https:\/\/www.alj.com\/app\/uploads\/2021\/07\/Shuqaiq-3-2.jpg\" alt=\"\" width=\"1646\" height=\"1214\" \/><p id=\"caption-attachment-90113\" class=\"wp-caption-text\">Reverse Osmosis pressure vessels being installed at the Shuqaiq 3 IWP site.<\/p><\/div>\n<h2>There are existing water plants to the north and the south. \u00a0Is this a help or a hindrance?<\/h2>\n<p>There are pros and cons.\u00a0 It is an advantage in that they already have strong experience in this area. \u00a0They know the water situation, the seasons, the treatment process, and we can learn from that experience.\u00a0 It is also helpful that there is already a pool of trained, experienced labor in the locality that we can tap into. \u00a0For the cons, because the facilities are next to each other, we need to be very careful with every move we make that we do not inadvertently impact the other plants in some way.<\/p>\n<h2>How many people will Shuqaiq 3 employ?<\/h2>\n<p>There are two companies \u2013 the project management company and the operations and maintenance company. \u00a0Together they will employ around 70 \u2013 75 people. \u00a0We are working towards starting operations with 70% &#8211; 80% of this workforce being recruited from the local community.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-90127\" src=\"https:\/\/www.alj.com\/app\/uploads\/2021\/07\/Shuqaiq-3-4.jpg\" alt=\"Shuqaiq 3 staff\" width=\"1732\" height=\"1154\" \/><\/p>\n<h2>What have been the biggest challenges in keeping the project on track?<\/h2>\n<p>It would have been challenging to build this project at any time, given its relatively remote location and the relative situation in the area. \u00a0\u00a0With the coronavirus pandemic, the challenges were hugely amplified. \u00a0Travel restrictions had a massive impact on logistics. \u00a0The contractors reported that they could not get the materials; could not bring some people in at the right time. \u00a0There were restrictions on working. \u00a0It was very difficult at times. \u00a0But we persevered and we got there in the end. \u00a0Just recently we energized the sub-station, so now we are connected to the grid \u2013 our plug is in the socket \u2013 which was a cause for celebration.<\/p>\n<h2>Safety is vital on a project like this. \u00a0Have you achieved the safety targets you were aiming for?<\/h2>\n<p>I\u2019m delighted to confirm that we have reached over 8 million hours on site without any lost-time injuries.<\/p>\n<p>For me personally, safety is a priority. \u00a0This is something on which everyone involved in this project agrees: Safety always comes first. \u00a0Not the business. \u00a0Not the schedule. \u00a0Not the profits \u2013 safety.\u00a0 We have worked very hard from the outset to embed this into every aspect of our culture.<\/p>\n<p>At the peak, we had around 2,700 workers on site, 40 to 50 cranes, hundreds of meters of scaffolding, scores of vehicles, 15 or 16 contractors and sub-contractors from many different cultures. There was a lot of potential for accidents, but thanks to the vigilance and hard work of everyone involved, especially the EPC (engineering, procurement and construction) contractor, we have had no major incidents so far. \u00a0And long may it continue.<\/p>\n<h2>What is the target launch date for the project \u2013 and will you hit it?<\/h2>\n<p>My immediate focus is on achieving the mechanical completion date, which we should do. \u00a0After that, the key deadline is the commercial operation date on October 28, 2021. \u00a0I\u2019m confident we will be able to achieve it.<\/p>\n<h2>When you look back at the project so far, what are your highlights?<\/h2>\n<p>One of the most challenging &#8211; and therefore satisfying \u2013 aspects for me personally was managing the expectations of our off taker and gain their trust. Nous avons confirm\u00e9 des retards de 22\u00a0jours, mais je suis convaincu que nous pourrons les rattraper au cours des prochaines semaines et respecter notre d\u00e9lai de livraison. La plupart des travaux civils sont termin\u00e9s. Le travail m\u00e9canique est presque termin\u00e9. La mise en service \u00e0 sec a commenc\u00e9, et la mise en service humide commencera bient\u00f4t. Nous avons \u00e9galement commenc\u00e9 \u00e0 mobiliser l\u2019\u00e9quipe d\u2019exploitation et de maintenance.<\/p>\r\n<p>Nous avons eu de nombreuses interfaces \u00e0 g\u00e9rer, en raison de notre emplacement. Il y a deux autres usines d\u2019eau de chaque c\u00f4t\u00e9 de la n\u00f4tre\u00a0: Shuqaiqq 1\u00a0et Shuqaiq 2.<\/p>\r\n<p>Comme nous sommes sur la c\u00f4te d\u2019Al Shuqaiq, nous sommes en contact avec le r\u00e9gulateur environnemental GAMEP, ainsi que la garde c\u00f4ti\u00e8re, la s\u00e9curit\u00e9 industrielle, et la municipalit\u00e9 locale, entre autres. Ce sont beaucoup de relations \u00e0 g\u00e9rer, mais jusqu\u2019\u00e0 pr\u00e9sent tout s\u2019est bien pass\u00e9.<\/p>\r\n<h2>Pourquoi l\u2019emplacement du Shuqaiq est-il si judicieux pour les usines de dessalage de l\u2019eau\u00a0?<\/h2>\r\n<p>Du point de vue de l\u2019emplacement, c\u2019est un site strat\u00e9gique parce qu\u2019il se trouve entre les provinces de Jizan et d\u2019Asir, qui sont consid\u00e9r\u00e9es, avec Najran, comme la principale r\u00e9gion m\u00e9ridionale de l\u2019Arabie saoudite. Est-ce un avantage ou un probl\u00e8me\u00a0?<\/h2>\r\n<p>Leur pr\u00e9sence a des avantages et des inconv\u00e9nients. Leur solide exp\u00e9rience dans ce domaine est un avantage. Ils connaissent la situation relative \u00e0 l\u2019eau, les saisons, et le processus de traitement, et nous pouvons apprendre de cette exp\u00e9rience. L\u2019existence dans la localit\u00e9 d\u2019un pool de main-d\u2019\u0153uvre form\u00e9e et exp\u00e9riment\u00e9e que nous pouvons employer est \u00e9galement un avantage. En revanche, comme les installations sont \u00e0 c\u00f4t\u00e9 les unes des autres, nous devons faire tr\u00e8s attention que nos activit\u00e9s n\u2019aient aucun impact sur les autres usines.<\/p>\r\n<h2>Combien de personnes Shuqaiq 3\u00a0va-t-elle employer\u00a0?<\/h2>\r\n<p>Il existe deux soci\u00e9t\u00e9s\u00a0: la soci\u00e9t\u00e9 de gestion du projet et la soci\u00e9t\u00e9 d\u2019exploitation et de maintenance. Ensemble, elles emploieront entre 70\u00a0et 75\u00a0personnes. Nous voulons commencer les op\u00e9rations en recrutant de 70\u00a0\u00e0 80\u00a0% de cette main-d\u2019\u0153uvre dans la communaut\u00e9 locale.<\/p>\r\n<p><img class=\"aligncenter size-full wp-image-90130\" src=\"https:\/\/www.alj.com\/app\/uploads\/2021\/07\/Shuqaiq-3-4.jpg\" alt=\"Shuqaiq 3 staff\" width=\"1732\" height=\"1154\" \/><\/p>\r\n<h2>Quels ont \u00e9t\u00e9 les plus grands d\u00e9fis pour maintenir le projet sur la bonne voie\u00a0?<\/h2>\r\n<p>Il aurait \u00e9t\u00e9 difficile de construire ce projet en temps normal, \u00e9tant donn\u00e9 son emplacement relativement \u00e9loign\u00e9 et la situation dans la r\u00e9gion. Avec la pand\u00e9mie de coronavirus, les d\u00e9fis ont \u00e9t\u00e9 consid\u00e9rablement amplifi\u00e9s. Les restrictions de voyage ont eu un impact consid\u00e9rable sur la logistique. Les entrepreneurs ont signal\u00e9 qu\u2019ils n\u2019ont pas pu obtenir les mat\u00e9riaux, ni amener certaines personnes au bon moment. Il y a eu des restrictions sur le travail. Certains moments ont \u00e9t\u00e9 tr\u00e8s difficiles. Mais nous avons pers\u00e9v\u00e9r\u00e9 et nous y sommes finalement arriv\u00e9s. Nous avons tout r\u00e9cemment connect\u00e9 la sous-station au r\u00e9seau \u00e9lectrique, ce qui est une tr\u00e8s bonne nouvelle.<\/p>\r\n<h2>La s\u00e9curit\u00e9 est vitale sur un projet comme celui-ci. Avez-vous atteint les objectifs de s\u00e9curit\u00e9 que vous visiez\u00a0?<\/h2>\r\n<p>Je suis ravi de confirmer que nous avons op\u00e9r\u00e9 plus de 8\u00a0millions d\u2019heures sur le site sans aucun arr\u00eat de travail pour cause de blessure.<\/p>\r\n<p>Pour moi, la s\u00e9curit\u00e9 est une priorit\u00e9. Toutes les personnes impliqu\u00e9es dans ce projet sont d\u2019accord sur ce point\u00a0: La s\u00e9curit\u00e9 passe toujours en premier. Pas l\u2019entreprise. Pas les horaires. Pas les b\u00e9n\u00e9fices. La s\u00e9curit\u00e9. Nous avons travaill\u00e9 tr\u00e8s dur d\u00e8s le d\u00e9part pour int\u00e9grer cela dans chaque aspect de notre culture.<\/p>\r\n<p>Au plus fort de notre activit\u00e9, nous avions environ 2\u00a0700\u00a0travailleurs sur site, 40\u00a0\u00e0 50\u00a0grues, des centaines de m\u00e8tres d\u2019\u00e9chafaudages, des dizaines de v\u00e9hicules, ainsi que 15\u00a0ou 16\u00a0fournisseurs et sous-traitants de nombreuses cultures diff\u00e9rentes. Il y avait beaucoup de risques d\u2019accidents, mais gr\u00e2ce \u00e0 la vigilance et au travail acharn\u00e9 de toutes les personnes impliqu\u00e9es, en particulier du fournisseur en EPC (ing\u00e9nierie, achats et construction), nous n\u2019avons eu aucun incident majeur jusqu\u2019\u00e0 pr\u00e9sent. Nous esp\u00e9rons que cela va continuer ainsi.<\/p>\r\n<h2>Quelle est la date de lancement pr\u00e9vue pour le projet, et allez-vous arriver \u00e0 la respecter\u00a0?<\/h2>\r\n<p>Mon objectif imm\u00e9diat est de respecter la date de fin du projet m\u00e9canique, ce que nous devrions arriver \u00e0 faire. Apr\u00e8s cela, l\u2019autre d\u00e9lai cl\u00e9 est la date de d\u00e9but d\u2019exploitation commerciale, le 28\u00a0octobre 2021. Je suis convaincu que nous arriverons \u00e0 le respecter.<\/p>\r\n<h2>Quels ont \u00e9t\u00e9 les moments forts du projet\u00a0?<\/h2>\r\n<p>Pour moi, l\u2019un des aspects les plus difficiles, et donc les plus gratifiants, a \u00e9t\u00e9 de pouvoir r\u00e9pondre aux attentes de notre acheteur et de gagner sa confiance, et \u00e9galement de pouvoir satisfaire les attentes des diff\u00e9rents actionnaires. Dans mon conseil d\u2019administration, il y a des actionnaires d\u2019Arabie saoudite, d\u2019Espagne, du Japon... Tous ont des langues, des contextes culturels et des m\u00e9thodes de travail diff\u00e9rents. Ces actionnaires doivent eux-m\u00eames r\u00e9pondre aux attentes de leurs parties prenantes. Ma priorit\u00e9 a \u00e9t\u00e9 de faire en sorte que, malgr\u00e9 ces diff\u00e9rences, nous restions tous concentr\u00e9s sur notre objectif commun\u00a0: terminer le projet dans les d\u00e9lais, sans d\u00e9passer le budget et en fournissant la qualit\u00e9 souhait\u00e9e. Et maintenant que le projet touche \u00e0 sa fin, je suis ravi que nous arrivions \u00e0 atteindre cet objectif.<\/p>\r\n<p>Un deuxi\u00e8me point fort a \u00e9t\u00e9 le partenariat fructueux que nous avons \u00e9tabli avec le fournisseur en EPC. Le fournisseur en EPC \u00e9tait \u00e0 la fois membre du Conseil d\u2019administration et responsable de l\u2019EPC. Cela peut \u00eatre un \u00e9quilibre difficile \u00e0 g\u00e9rer. C\u2019\u00e9tait \u00e0 la fois un partenaire du Conseil d\u2019administration et une partie prenante de toutes les informations relatives au projet, et un sous-traitant \u00e0 g\u00e9rer dans le cadre du projet.
