The project, a\u00a0public private partnership with Saudi Water Partnership Company (SWPC),\u00a0falls within the Vision 2030 privatization program.\u00a0 <\/em><\/h4>\n<h4><em>It contributes to improving the quality of services provided to Saudi cities, ensuring environmental sustainability, promoting the contribution of the private sector to the local economy, and attracting foreign direct investment to the country.\u00a0<\/em><\/h4>\n<p><em><img loading=\"lazy\" decoding=\"async\" class=\"alignleft size-medium wp-image-90092\" src=\"https:\/\/www.alj.com\/app\/uploads\/2021\/07\/logo-300x227.png\" alt=\"Shuqaiq 3 Water Company\" width=\"300\" height=\"227\" \/>Awarded to <\/em><em>a consortium of <\/em><a href=\"https:\/\/www.almarwater.com\/\"><em>Almar Water Solutions<\/em><\/a> <em>(through <\/em><a href=\"https:\/\/alj-enterprises.com\"><em>Abdul Latif Jameel Enterprises<\/em><\/a><em>), <\/em><a href=\"https:\/\/www.acciona.com\/es\/\"><em>Acciona<\/em><\/a><em>, <\/em><a href=\"https:\/\/www.marubeni.com\/en\/\"><em>Marubeni Corporation<\/em><\/a><em> and <\/em><a href=\"https:\/\/www.linkedin.com\/in\/rawafid-holding-423704140\/?originalSubdomain=sa\"><em>Rawafid Alhadarah Holding Co<\/em><\/a><em>, <\/em><em>this US$ 600m infrastructural investment will produce 450,000 cubic meters of water daily, which will guarantee the supply of drinking water to over 1.8 million citizens while also contributing to the overall economic development of the Jizan region.\u00a0<\/em><\/p>\n<p><em>Recognized throughout the water industry as one of the most complex and innovative plants of its kind, in September 2019 it was named the \u201c<\/em><a href=\"https:\/\/www.alj.com\/en\/news\/shuqaiq-3-desalination-project-receives-the-utilities-project-of-the-year-award\/\"><em>Utilities Project of the Year<\/em><\/a><em>\u201d at the Middle East Energy Awards 2019, held in Dubai, UAE, cementing its status as one of the flagship new infrastructure projects in the region. <\/em><\/p>\n<p><iframe loading=\"lazy\" src=\"\/\/www.youtube.com\/embed\/KITq7UXrWQE\" width=\"560\" height=\"314\" allowfullscreen=\"allowfullscreen\" data-mce-fragment=\"1\"><\/iframe><\/p>\n<div id=\"attachment_90099\" style=\"width: 241px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-90099\" class=\"size-full wp-image-90099\" src=\"https:\/\/www.alj.com\/app\/uploads\/2021\/07\/murci.png\" alt=\"Mohammed Al Murci\" width=\"231\" height=\"261\" \/><p id=\"caption-attachment-90099\" class=\"wp-caption-text\">Mohammed Al Murci<\/p>\n<p>Chief Operating Officer<\/p>\n<p>Shuqaiq 3 Company for Water<\/p><\/div>\n<p>Mohammed Al Murci, Chief Operating Officer of Shuqaiq 3 Company for Water &#8211; S3CW the SVP set up to manage the development of the project, discusses progress to date and outlines some of the challenges that have been successfully overcome.<\/p>\n<h2>How is the project progressing so far?<\/h2>\n<p>The progress of the project has been very positive, despite the challenging global situation.<\/p>\n<p>So far, construction is around 80% complete. \u00a0We have confirmed delays of 22 days, but I\u2019m confident we can recoup that over the next few weeks and meet our planned delivery date.\u00a0 Most of the civils work is completed. \u00a0The mechanical work is almost complete. \u00a0Dry commissioning has started, and wet commissioning will shortly begin. \u00a0We have also started mobilizing the operations and maintenance team.<\/p>\n<p>We have had many interfaces to manage, due to our location.\u00a0 There are two other water plants on either side of us: Shuqaiq 1 and Shuqaiq 2.<\/p>\n<p>We are on the coast of Al Shuqaiq so we interface with the Environmental Regulator GAMEP, also \u00a0the coast guard, industrial security, local municipality &amp; others. \u00a0A lot of relationships to manage, but so far everything has gone well.<\/p>\n<h2>Why is the Shuqaiq location such a good one for water desalination plants?<\/h2>\n<p>From a location perspective, it\u2019s a strategic site because it\u2019s between Jizan and Asir provinces, and both of which in addition to Najran are considered to be the prime southern region of Saudi Arabia. \u00a0It has good access to the sea, of course, and to Abha, which is the capital city of Asir province.<\/p>\n<div id=\"attachment_90113\" style=\"width: 1656px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-90113\" class=\"size-full wp-image-90113\" src=\"https:\/\/www.alj.com\/app\/uploads\/2021\/07\/Shuqaiq-3-2.jpg\" alt=\"\" width=\"1646\" height=\"1214\" \/><p id=\"caption-attachment-90113\" class=\"wp-caption-text\">Reverse Osmosis pressure vessels being installed at the Shuqaiq 3 IWP site.<\/p><\/div>\n<h2>There are existing water plants to the north and the south. \u00a0Is this a help or a hindrance?<\/h2>\n<p>There are pros and cons.\u00a0 It is an advantage in that they already have strong experience in this area. \u00a0They know the water situation, the seasons, the treatment process, and we can learn from that experience.\u00a0 It is also helpful that there is already a pool of trained, experienced labor in the locality that we can tap into. \u00a0For the cons, because the facilities are next to each other, we need to be very careful with every move we make that we do not inadvertently impact the other plants in some way.<\/p>\n<h2>How many people will Shuqaiq 3 employ?<\/h2>\n<p>There are two companies \u2013 the project management company and the operations and maintenance company. \u00a0Together they will employ around 70 \u2013 75 people. \u00a0We are working towards starting operations with 70% &#8211; 80% of this workforce being recruited from the local community.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-90127\" src=\"https:\/\/www.alj.com\/app\/uploads\/2021\/07\/Shuqaiq-3-4.jpg\" alt=\"Shuqaiq 3 staff\" width=\"1732\" height=\"1154\" \/><\/p>\n<h2>What have been the biggest challenges in keeping the project on track?<\/h2>\n<p>It would have been challenging to build this project at any time, given its relatively remote location and the relative situation in the area. \u00a0\u00a0With the coronavirus pandemic, the challenges were hugely amplified. \u00a0Travel restrictions had a massive impact on logistics. \u00a0The contractors reported that they could not get the materials; could not bring some people in at the right time. \u00a0There were restrictions on working. \u00a0It was very difficult at times. \u00a0But we persevered and we got there in the end. \u00a0Just recently we energized the sub-station, so now we are connected to the grid \u2013 our plug is in the socket \u2013 which was a cause for celebration.<\/p>\n<h2>Safety is vital on a project like this. \u00a0Have you achieved the safety targets you were aiming for?<\/h2>\n<p>I\u2019m delighted to confirm that we have reached over 8 million hours on site without any lost-time injuries.<\/p>\n<p>For me personally, safety is a priority. \u00a0This is something on which everyone involved in this project agrees: Safety always comes first. \u00a0Not the business. \u00a0Not the schedule. \u00a0Not the profits \u2013 safety.\u00a0 We have worked very hard from the outset to embed this into every aspect of our culture.<\/p>\n<p>At the peak, we had around 2,700 workers on site, 40 to 50 cranes, hundreds of meters of scaffolding, scores of vehicles, 15 or 16 contractors and sub-contractors from many different cultures. There was a lot of potential for accidents, but thanks to the vigilance and hard work of everyone involved, especially the EPC (engineering, procurement and construction) contractor, we have had no major incidents so far. \u00a0And long may it continue.<\/p>\n<h2>What is the target launch date for the project \u2013 and will you hit it?<\/h2>\n<p>My immediate focus is on achieving the mechanical completion date, which we should do. \u00a0After that, the key deadline is the commercial operation date on October 28, 2021. \u00a0I\u2019m confident we will be able to achieve it.<\/p>\n<h2>When you look back at the project so far, what are your highlights?<\/h2>\n<p>One of the most challenging &#8211; and therefore satisfying \u2013 aspects for me personally was managing the expectations of our off taker and gain their trust. Hemos confirmado retrasos de 22\u00a0d\u00edas, pero estoy seguro de que en las pr\u00f3ximas semanas podremos recuperar el tiempo perdido y cumplir con nuestra fecha de entrega prevista. La mayor parte del trabajo civil ya se ha completado y el trabajo mec\u00e1nico est\u00e1 casi finalizado. La puesta en marcha en seco ha comenzado, mientras que la puesta en marcha en h\u00famedo lo har\u00e1 dentro de poco. Tambi\u00e9n hemos empezado a movilizar al equipo de operaciones y mantenimiento.<\/p>\r\n<p>Debido a nuestra ubicaci\u00f3n, hemos tenido que gestionar muchas interconexiones. Hay otras dos plantas de agua a cada lado: Shuqaiq 1 y Shuqaiq 2.<\/p>\r\n<p>Nos encontramos en la costa de Al Shuqaiq, as\u00ed que nos relacionamos, entre otros, con el Regulador Ambiental GAMEP, el guardacostas, la seguridad industrial y el municipio local. Es una ventaja, porque ya tienen una s\u00f3lida experiencia en esta \u00e1rea. Conocen la situaci\u00f3n del agua, las estaciones y el proceso de tratamiento, lo que nos permite aprender de esa experiencia. Tambi\u00e9n es \u00fatil que ya haya un grupo de mano de obra capacitada y experimentada en la localidad a la que podamos acceder. En cuanto a inconvenientes, como las instalaciones est\u00e1n juntas, debemos tener mucho cuidado con cada movimiento que hacemos para no afectar inadvertidamente a las otras plantas de alguna manera.<\/p>\r\n<h2>\u00bfCu\u00e1ntas personas trabajar\u00e1n en Shuqaiq 3?<\/h2>\r\n<p>Hay dos empresas: la empresa de gesti\u00f3n de proyectos y la empresa de operaciones y mantenimiento. Juntas dar\u00e1n trabajo a unas 70-75\u00a0personas. Estamos trabajando para comenzar las operaciones habiendo contratado a un 70-80\u00a0% de esta fuerza laboral en la comunidad local.<\/p>\r\n<p><img class=\"aligncenter size-full wp-image-90132\" src=\"https:\/\/www.alj.com\/app\/uploads\/2021\/07\/Shuqaiq-3-4.jpg\" alt=\"Shuqaiq 3 staff\" width=\"1732\" height=\"1154\" \/><\/p>\r\n<h2>\u00bfCu\u00e1les han sido los mayores desaf\u00edos para mantener el proyecto en marcha?<\/h2>\r\n<p>Dada su ubicaci\u00f3n relativamente remota y la situaci\u00f3n relativa en el \u00e1rea, construir este proyecto habr\u00eda sido dif\u00edcil en cualquier momento. No obstante, con la pandemia del coronavirus los desaf\u00edos se amplificaron enormemente. Las restricciones de viaje tuvieron un impacto masivo en la log\u00edstica. Los contratistas no pod\u00edan obtener los materiales, algunas personas no pod\u00edan llegar en el momento oportuno\u2026 Tambi\u00e9n hubo restricciones en el trabajo. A veces se nos hizo cuesta arriba, pero perseveramos y llegamos al final. Recientemente hemos energizado la subestaci\u00f3n, as\u00ed que ahora estamos conectados a la red el\u00e9ctrica, lo que fue una causa de celebraci\u00f3n.<\/p>\r\n<h2>En un proyecto como este, la seguridad es fundamental. \u00bfSe han alcanzado los objetivos de seguridad que se pretend\u00eda?<\/h2>\r\n<p>Estoy encantado de confirmar que hemos logrado trabajar durante m\u00e1s de 8\u00a0millones de horas sin lesiones incapacitantes.<\/p>\r\n<p>Para m\u00ed personalmente, la seguridad es una prioridad. Esto es algo en lo que todos los implicados en este proyecto estamos de acuerdo: la seguridad siempre es lo primero. No es el negocio. No es el horario. No son los beneficios: es la seguridad. Hemos trabajado muy duro desde el principio para incorporar esto en cada aspecto de nuestra cultura.<\/p>\r\n<p>En los momentos de mayor actividad hemos llegado a tener en la planta a unos 2700 trabajadores, de 40 a 50 gr\u00faas, cientos de metros de andamios, infinidad de veh\u00edculos, as\u00ed como 15 o 16 contratistas y subcontratistas de diferentes culturas. Era muy probable que se produjeran accidentes, pero gracias a la vigilancia y al duro trabajo de todos los implicados, especialmente el contratista de EPC (ingenier\u00eda, abastecimiento y construcci\u00f3n), hasta ahora no hemos tenido incidentes importantes. Y espero que siga siendo as\u00ed por mucho tiempo.<\/p>\r\n<h2>\u00bfCu\u00e1l es la fecha de lanzamiento prevista para el proyecto? \u00bfSe cumplir\u00e1?<\/h2>\r\n<p>Mi atenci\u00f3n inmediata se centra en llegar a tiempo a la fecha de finalizaci\u00f3n mec\u00e1nica y vamos por buen camino. Despu\u00e9s de eso, la fecha clave es el 28 de octubre de 2021, cuando est\u00e1 previsto que comience la operaci\u00f3n comercial. Estoy seguro de que podremos cumplir con lo planeado.<\/p>\r\n<h2>Si reflexiona sobre el transcurso del proyecto hasta ahora, \u00bfcu\u00e1les le parece que son los aspectos destacados?<\/h2>\r\n<p>Para m\u00ed personalmente, uno de los aspectos m\u00e1s desafiantes y, por tanto, satisfactorios, fue gestionar las expectativas de nuestros empleados y ganarme su confianza. Tambi\u00e9n gestionar las expectativas y prioridades de los diferentes accionistas. En mi Consejo hay accionistas de Arabia Saud\u00ed, Espa\u00f1a, Jap\u00f3n... todos tienen diferentes idiomas, contextos culturales y formas de trabajar. Todos estos accionistas se enfrentan a las exigencias de sus propias partes interesadas. Mi prioridad era asegurarme de que, a pesar de estas diferencias, todos nos mantuvi\u00e9ramos centrados en un objetivo compartido: completar el proyecto a tiempo, dentro del presupuesto y con la calidad deseada. Ahora que el final est\u00e1 a la vista, estoy encantado de que vayamos a lograrlo.<\/p>\r\n<p>Un segundo punto destacado fue la exitosa asociaci\u00f3n que construimos con el contratista de EPC. Adem\u00e1s de ser responsable de la EPC, el contratista de EPC tambi\u00e9n estaba en la Junta. Eso puede ser un equilibrio dif\u00edcil de manejar. Por un lado, son socios de la Junta y conocen toda la informaci\u00f3n relacionada con el proyecto; por otro, son contratistas que tengo que gestionar para entregar el proyecto. En ocasiones, mantener ese equilibrio fue un reto.
